Kenneth Westgate has been involved with disaster management and risk reduction issues for most of his working life beginning with the pioneering work of the Disaster Research Unit at the University of Bradford in the UK in the mid-1970s that first recognised the importance of vulnerabilities in tackling the problems of disaster occurrence. Following a short period at Oxford Polytechnic, Kenneth joined the UK NGO OXFAM to develop their publications strategy before taking an overseas assignment as Field Director in Uganda in 1982 where he had to deal with complex problems including the ongoing civil war. Kenneth joined the International Federation of Red Cross and Red Crescent Societies (IFRCS) in 1984 and was assigned as a Relief Delegate to Darfur in Western Sudan during a period of famine. He was responsible for the development of an innovative famine information collection and dissemination service operated through the Sudanese Red Crescent in villages in Darfur using volunteers at community level. Later, Kenneth was appointed to work on the development of the Sudanese Red Crescent at national level before returning to Darfur in 1988. Later that year Kenneth was assigned by the IFRCS to be Representative in Tanzania where he worked chiefly with the Tanzania Red Cross on its development.

In 1990, Kenneth returned to the UK to join the Disaster Management Centre (DMC) at Cranfield University. He became the Director of the Centre in 1990 and remained in that position until 2001. This period saw the growth of the Centre as a respected outlet for research, consultancy and training. An annual international training course held in the UK each year became increasingly popular among the staff of governments and agencies with disaster management responsibilities. The DMC was appointed by UNDP and the then DHA (UN Department for Humanitarian Affairs) as the partner agency for the implementation in Africa of the UN’s Disaster Management Training Programme (DMTP) from 1992 through to 1998. The DMC also established the first Master’s degree in development-based disaster management. Kenneth’s consultancy work at this time included many missions for different agencies (including UNDP) to the African continent for training and institutional development, and later to India and the Caucasus. Kenneth became the first International Honorary Member of the Disaster Management Institute of Southern Africa in 1997. He joined UNDP in January 2003.

Working as a Support Manager to the Regional Disaster Reduction Advisor (RDRA) for Africa, Thomas joined us in July 2004. Prior to joining the DRU team in Nairobi, he worked with UNDP Kenya country office as a Programme Officer in the Disaster and Crisis Prevention Unit for two years (2002-2004). Thomas reinforced the technical capacity in the UNDP country office in coordination, collaboration and networking between the government, NGOs, donors, UN agencies and Civil Society with a view to strengthening long term development programmes on disaster issues. He also worked with the Kenya Red Cross Society (2001/2) as a Disaster Preparedness and Response Officer prior to joining UNDP. He was in charge of leading and training teams of Red Cross Volunteers in disaster preparedness and response besides coordinating humanitarian response and carrying out assessment missions. He also worked with the UN Habitat (1999/2000) on short term consultancy in the Disaster, Post Conflict and Safety Section Thomas holds a Master of Science degree in Disaster Risk Management and Humanitarian Affairs from Cranfield University (Royal Military College of Science). He also holds a Bachelor of Arts degree in Geography and Political Science from the University of Nairobi. Thomas is currently trying to learn how to ride a bicycle, the only problem being the lack of an easy to follow manual.

Owen Shumba joined BCPR's Disaster Reduction Unit as a Regional Programme Officer for the Disaster Risk Reduction and Recovery Initiative for Southern Africa in November 2005. In his current role, Owen is responsible for overall coordination and implementation of this project which focuses on development of risk analysis and capacity needs assessment for DRR, capacity building in DRR and mainstreaming disaster risk into development. Owen has 10 years' experience working with environmental and livelihood development NGOs in Southern Africa. Over the last ten years, Owen has been instrumental in advocating for, implementing and coordinating rural community-based drought risk reduction projects, community-based natural resource management and livelihood development projects, including forestry-based community enterprises in his native country, as well as Southern Africa in general. Owen also led the development of the DRR capacity needs assessment methodology, developed the UNDP recovery framework for Malawi, and coordinated the development of the 2002 Malawi CAP as well as subsequent Mid Term Reviews for the Malawi CAPs from 2002 to 2004; he successfully introduced permaculture (small-scale land design systems for food security) in refugee settlements and assisted in the development of the SADC Multi-Sectoral Disaster Management Strategy. Owen holds an MSc in Tropical Agriculture from the University of Leipzig, Germany.

Currently based at the UNDP Beirut office, Mohamad brings to us considerable experience in CPR operations from various countries. After working for a decade in post war reconstruction of Lebanon, he worked for UNICEF in northern Iraq in 1991, and later for DHA (OCHA) in Baghdad in 1992. He then spent seven years with UNHCR including working on the reintegration process in post genocide Rwanda. Mohamad’s UNHCR field experience was mainly spent in Sudan, Rwanda, Kosovo, Albania, in addition to numerous missions to conflict zones.

As of 2000, Mohamad joined UNDP and has been managing a post-conflict programme in Southern Lebanon. For the last couple of years, Mohamad was working in Iraq and Sudan, and more recently in Yemen, developing a multi-faceted disaster risk reduction programme. In addition to this, he has been providing technical assistance on a request basis to DMTP and the disaster risk reduction capacity building initiatives in the Arab States region. Mohammed will be providing support to DRU programmes in the Arab States on a part-time basis (1/3).

Kamal Kishore works out of New Delhi as the Regional Disaster Reduction Advisor for South and South West Asia. Since July 2002, he has been supporting Country Offices in the region on a range of policy and institutional development issues relevant to DRM, while also advising them on the use of appropriate risk reduction tools and methodologies. Kamal has guided the formulation of post-disaster recovery frameworks in Iran (2002, 2004), Sri Lanka (2005), India (2005) and Pakistan (2005), parallel to his continual engagement with risk reduction programmes in the region.

Prior to his engagement with the UNDP, Kamal spent six years with the Asian Disaster Preparedness Centre (ADPC) in Bangkok, Thailand. During his time there as Information Officer (1996-99) and later, as Director of Information Research and Network Support Unit and Programme Manager of Extreme Climate Events Programme (1999- 2002) at ADPC, Kamal co-authored more than seven articles/ publications on issues widely ranging from seismic safety for houses in urban areas, climate forecasting applications, and post-earthquake reconstruction. He also contributed to organizational and policy development, while representing the ADPC in various regional and international fora relevant to DRM and related issues.

Commitments to the ADPC and UNDP were preceded by intensive field experiences with The Action Research Unit for Development (TARU) whereby work on post disaster reconstruction and resettlement issues across different states of India afforded him with an avenue to apply his professional skills as an architect. Kamal graduated in Architecture from University of Roorkee in India, after which he pursued a Masters in Urban Planning, Land and Housing Development from the Asian Institute of Technology, Bangkok in 1996.

Saumik (Sham) has been with UNDP - BCPR's Disaster Reduction Unit for two years. Within his role as Regional Coordination Associate, Saumik supports the Regional Advisor in providing UNDP country offices in the region with programming and coordination support for risk reduction and early recovery initiatives. He also works on Institutional and Legislative Systems for DRM, knowledge management initiatives and supports the Unit's Regional Programmes and regional applications of global initiatives and studies. Saumik also provides both on-site and remote post-disaster coordination support to UNDP Country Offices in the region, such as in the aftermath of the 2004 Indian Ocean Tsunami and the 2005 South Asia earthquake.

Prior to his assignment with UNDP, Saumik worked with DFID's International Division in London as an Economics Research Associate, covering issues such as multilateral effectiveness and conditionality.

Saumik has a Masters degree in International Policy Analysis from the University of Bath and a Bachelors degree in Economics from the University of Bradford, both in the UK.

When not on his risk reduction 'duties' Saumik is an avid footballer and a passionate Newcastle United Football Club supporter, something he owes to his 'apparent' mixed Geordie roots.

Since joining BCPR last year in March 2005, Shefali has been working closely with the Regional Disaster Reduction Advisor (RDRA) for S & SW Asia, in providing conceptual and programmatic support to CO's for national disaster reduction and recovery activities across the region. She has also been contributing to BCPR's global initiatives such as the 'disaster-conflict' interface project; and UNDP's proposed 'International Workshop on Resettlement and Reconstruction issues'.

Over the past years, Shefali has been actively involved with community-'based programmes of various civil society organizations as a volunteer and a consulting social analyst/researcher. In 2004, she conducted a longitudinal study for the Emergencies Unit of Action Aid International (London) that examined the medium term impacts of recovery projects after the 1999 super cyclone in Orissa. Her graduate research entitled "A critical review of liberalisms: transformative development: its diagnosis and contradictions" draws upon some of the contemporary perspectives offered in post-disaster recovery and seeks to address challenges in dealing with the reconstruction of conflict affected regions in Sri Lanka.

Shefali has a Masters degree in Sociology from Delhi School of Economics and a second Masters in Development Management from the Centre for Development Studies (CDS), University of Wales Swansea, UK.

Her present professional interests include understanding reconstruction and recovery processes in post-conflict and post-disaster situations in "crises" regions and to gain insights into how these could be used as opportunities for reducing future risks.

As Regional Disaster Reduction Advisor for BCPR’s Disaster Reduction Unit for Latin America and the Caribbean, Angeles Arenas works with the Country Offices of the region, the Latin America and Caribbean Sub-regional Resource Facility (LAC SURF), and partner organizations to provide high quality technical advice and backstopping to the LAC region in the area of disaster risk reduction. This support focuses on: strategies for mainstreaming risk reduction in development projects; risk reduction capacity-building through sub-practice networks, best practices and lessons learned from the post-disaster recovery; and policy, advocacy and awareness. Other areas of expertise include consulting support in prevention and mitigation, the fostering of partnerships within and outside of the UNDP, resource mobilization, human resource development, and reinforcement of in-country cooperation regarding MDGs.

Angeles has eleven years of professional experience in the areas of disaster reduction, gender and development, and rural development and environmental protection. Her previous positions included work with multilateral, bilateral, and non-governmental organizations in Central and South America, and her previous experience within UNDP encompasses the areas of design of disaster risk management and recovery strategies, policies, and programs; disaster damage assessments, including gender considerations; development of the UNDP Regional Strategy for Disaster Reduction in Central America; and working with the BCPR Disaster Reduction and Recovery Cluster and the Nicaragua and El Salvador Country Offices. She holds a Masters degree in Cooperation for Development from the Spanish Center of Latin American Studies, Spain, a Postgraduate degree in Women and Development from the National Women's Institute, Spain, and is a candidate for a PhD in Anthropology.

Jokin Azpiroz holds a Bachelor of Science from the Universidad Pública de Navarra, Spain, and also earned Masters Degrees in Electronic Engineering from Surrey University, England, in Information Technology Management from the Escuela de Organización Industrial, Madrid, Spain, and in NGO Management and Promotion from the Instituto Universitario de Desarrollo y Cooperación, Universidad Complutense de Madrid. He joined UNDP as a consultant to the Disaster Risk Reduction Unit in Dominican Republic, performing duties such as the drafting of annual strategic plans and the establishment and coordination of emergency response mechanisms, including drafting funding proposals, evaluating disaster impact, and mobilizing private donor resources. In his current function as Disaster Reduction Analyst for BCPR’s Disaster Reduction Unit for Latin America and the Caribbean, he provides thematic support to the mainstreaming of disaster risk reduction into development planning, sustainable recovery, capacity-building and strengthening, and local level risk management. More specifically, Jokin supports the office in the management of emergency response and recovery measures; providing logistical and coordination support to BCPR’s regional disaster risk reduction/management operations and relevant knowledge management initiatives; organizing disaster risk reduction/management workshops and training sessions; drafting, monitoring, and supporting UNDP risk reduction/management programmes and projects; and networking within the BCPR system and with other UN agencies, regional ministries, and regional disaster management institutions and NGOs.

Ian King has worked in the field of environmental management and sustainable development for fifteen years. This experience started as a research officer and then an environmental officer in the Ministry of the Environment in the Government of Barbados. Following this he worked as the Information Systems Coordinator/GIS Specialist in the CPACC Project and then the Technical Coordinator for the subsequent Adapting to Climate Change in the Caribbean (ACCC) project. Under the CPACC and ACCC projects, Ian was responsible for managing the development of GIS-based coastal resource inventory systems to support climate change adaptation; as well as climate modeling to support adaptation planning for small islands. Under the CRMI, Ian has responsibility for supervising a number of project activities including the pilot vulnerability and capacity assessments. In addition to responsibilities under the CRMI, Ian supports the general disaster management and risk reduction activities in the SRO, including serving as the main technical support to the Eastern Caribbean Donors Group for Disaster Management and the development of the Barbados and the OECS UN contingency Plan.

Margherita Vitale has worked with UNDP, in particular through the Caribbean Risk Management Initiative. With a specialty in climate change and the environment, she has worked in many countries, often representing her native Italy in climate change negotiations or sharing lessons learned in risk management. Over the past 35 years, Allan Lavell has coordinated national and regional research projects, with research grants of approximately 2.5 million USD, on topics such as regional development, industrial development, socio-economics, regional and national economic development politics, regional social movements, urban employment and natural disaster vulnerability, prevention, mitigation, response, and recovery. He has performed consultancies with UNDP, UNICEF, UNFPA, PAHO, HABITAT, IBRD, IDB, CARE, GTZ, CIDA, OFDA-AID, CEPREDENAC, and the Red Cross, among others; is responsible for ninety-two academic publications, including 46 on topics related to risks and disasters; and has participated in multiple teaching and training activities in the area of risk and disaster management.
