Floods
and droughts are the most frequent disasters occurring in Uruguay.
Most are derived from the effects of the El Niño South
Oscillation, which is also affecting parts of Brazil and Argentina.
The institutional capacities to handle disasters as development
issues are quite limited. There is a lack of understanding of
the information process, data gathering, and climate forecasting
by the productive sector, as well as inadequate channels of
communication between public and private stakeholders in order
to establish risk-management policies.
