Many
countries are increasingly vulnerable to violent conflicts or
natural disasters that can erase decades of development and
further entrench poverty and inequality. Through its global
network. UNDP seeks out and shares innovative approaches to
crisis prevention, early warning and conflict resolution. And
UNDP is on the ground in almost every developing country - so
wherever the next crisis occurs, we will be there to help bridge
the gap between emergency relief and long term development.
In Guyana, The Civil Defence Commission (CDC) is the established
body tasked with the responsibility to respond to emergency.
Due
to shortage of institutional capacity and resources to formulate
and implement an integrated disaster reduction strategy, responses
to disaster tend to be reactive. CDC consequently relies on the
support of specialized regional, bilateral and international donor
agencies such as UNDP. UNDP is currently discussing with CDC and
the Government, possible support and facilitation of a drafting
process for a National Strategy for Disaster Reduction. UNDP will
mobilize "best practices" experiences of other countries
and draw upon a global network of disaster reduction professionals.
UNDP is interested that strategy gives adequate attention to the
linkages between disasters and poverty, and as such becomes an
integral part of the policy for poverty eradication. More
