The United Nations Development Programme for Somalia will strive to provide all possible support to the Somali people and their representatives, in this their time of critical need. It will do so from the perspective that the Somalis as one of the peoples of the United Nations are entitled to the full range of fundamental rights guaranteed in the United Nations Charter and in the Universal Declaration of Human Rights, and in other international human rights instruments.

In all that it aims to achieve in working with and for the Somali people, UNDP Somalia will seek to promote their fundamental rights both in respect of each other and in respect of the world outside. UNDP Somalia will in doing so call upon the Somalis themselves to adhere to basic principles of equality, non-violence, non-discrimination, and the dignity of the human person. As an agency of the United Nations, UNDP Somalia must thus help the Somalis to bring peace where there is conflict, development in place of destruction, hope where there is despair, and to believe that there is a better future for them and for their children. The attainment of the Millennium Development Goals should not remain a “distant prospect”. In all of its efforts to assist, UNDP Somalia will work in the closest possible cooperation and collaboration with Somali authorities and communities, with civil society and traditional groups, with agencies of the United Nations, other international organizations, and the non-governmental community both national and international.
