Voice of vulnerable groups is vital to understand how MDG implementation can be accelerated

Ha Noi - UNDP Administrator Helen Clark will have a dialogue with ethnic minority women in Hanoi today to hear about challenges they face in their communities and how they have addressed them. The discussion will bring together more than 20 ethnic minority women from the northern mountainous provinces of Hoa Binh, Lang Son and Yen Bai and central highland province of Dak Lak.

The dialogue also aims to seek insights into the kinds of barriers women, and particularly ethnic minority women, face in advancing to positions in the Government, National Assembly and the Party.  Vice President of the National Assembly Tong Thi Phong and other National Assembly and Government women leaders joined Ms Helen Clark in the two-hour long dialogue.

Viet Nam has made impressive progress toward the Millennium Development Goals having achieved most of the 2015 targets at national level, in particular on poverty reduction and primary education. However, pockets of poverty remain, with half of ethnic minority people in 2012 still living below the poverty line and lagging behind MDG national averages. There is a need for a concrete action plan to accelerate MDGs progress in ethnic minority areas, with concrete time bound targets, clear actions, responsibilities, adequate corresponding resource allocation and clear monitoring and evaluation framework.

The voice and insights of vulnerable and marginalized groups, in this case ethnic minority women, is vital to understand how MDG implementation can be accelerated, as well as in helping to shape the post-2015 development agenda. The UNDP Administrator is therefore very keen to listen to the views of ethnic minority women on future development. Dialogues are a key element of UNDP’s support for MDG acceleration focusing on Ethnic Minorities and other disadvantaged groups.

UN Development Group Chair and UNDP Administrator Helen Clark is visiting Viet Nam from 6-10 November to take part in two high-level UN meetings taking stock of UN priorities in the region. Helen Clark will also engage with senior government, UN officials, and civil society groups on key issues including the evolving role of the UN in the country, acceleration of progress towards the Millennium Development Goals and support to the Viet Nam Green Growth Strategy. Meetings with leading government officials will focus on progress of the UN Viet Nam One Plan 2012 - 2016 and ongoing UN reform in Viet Nam, and the country’s active engagement in shaping global post-2015 development goals.
