Prof. Do Hoai Nam opened the Roundtable mentioning that the focus of the meeting would be on globalization and economic development, Viet Nam and Asia-Pacific region, gender and development, rural development and urbanization, capacity building for state governance and public administration reform.

In his opening remarks, Mr. Jordan Ryan, UNDP Resident Representative in Viet Nam, said that the nature of doi moi lies in the fact that it liberated Vietnamese so they can voice their aspiration an, express their desire for creativity and entrepreneurship. Viet Nam has been experiencing three successful transitions: from wartime to peacetime; from centrally planned economy to market led economy, from a low income country to a middle income country. Doi moi process represents the root of success in all these transitions, especially the second one. The challenge for the futures is the fourth transition: the transformation of a centralized democracy to a civil democracy in Viet Nam.
