Textbook on Civil Service is the result of a collaborative effort of professors and teaching staff of the Academy of Public Administration under the President of the Republic of Uzbekistan and project staff at the UNDP "Local Governance Support Project: Phase - 2". It introduces to students a concept of public service, its features, objectives and tasks, principles and legal framework; state-service relations; a concept, characteristics, classification, and legal status of civil servants; entering and terminating civil service relations in the Republic of Uzbekistan; and best international practice in organization and performance of public functions.
