Ministry of Rural Development and UNDP sign letter of collaboration in support of rural employment and livelihood programmes
The Ministry of Rural Development (MoRD) and the United Nations Development Programme (UNDP) signed a letter of collaboration for UNDP’s support to the rural employment and livelihood programmes in India during the twelfth five year plan of the Government of India (2013-2017).
The MOU was signed by Shri Jairam Ramesh, Union Minister for Rural Development and Ms. Lise Grande, UNDP Resident Representative and UN Resident Coordinator. The MoU was signed in the presence of UN Under Secretary General and UNDP Associate Administrator Ms. Rebeca Grynspan, Country Director, UNDP India, Caitlin Wiesen, Vijay Kumar, Joint Secretary, Ministry of Rural Development and other senior government officials.
During the next five years, the Ministry and UNDP will work to strengthen and institute effective implementation of the rural development flagship programmes, especially the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and National Rural Livelihood Mission(NRLM).
On the priority list is the Governance and Accelerated Livelihood Security (GOALS) programme for 10 left wing extremist affected districts; Bastar, Kanker, Dantewada, Sukma, Bijapur, Narayanpur in Chhattisgarh and Kalahandi, Koraput, Malkangiri and Raigada in Odisha.
In line with the Ministry’s focus on strengthening and generating livelihoods, the GOALS project activities include scaling up Non-Timber Forest Produce (NTFP) focused livelihoods, establishing innovative pilots to expand market opportunities and financial access for tribal entreprenuers, improving quality of produce to meet market standards etc.
Emphasis of the programme will be on making state governments more responsive in delivering benefits under MGNREGA and NRLM and in ensuring communities are engaged in local governance. It will focus intensively on building the capacity of communities and other stakeholders through awareness generation and mobilizing youth for participatory planning, education and providing skills for jobs.
Another focus programme for both the Ministry and the UNDP is the Greening Rural Development, to enhance green results delivered through the Ministry’s Schemes including MGNREGA, NRLM, Pradhan Mantri Grameen Sadak Yojana (PMGSY), Indira Awaas Yojana (IAY).
The overall collaboration will help deliver inclusive, sustainable growth and human development outcomes in nine focus states, Assam, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Uttar Pradesh.
