Capacity development for policy makers to address climate change

The UNDP Environment & Energy Group launched a $7 million global project, Capacity Development for Policy Makers to Address Climate Change, in May 2008 to run in parallel with the "Bali Road Map" - the UNFCCC 2008/9 negotiations on long-term co-operative action on climate change.

Nineteen countries are participating in the global project from across all regions: Algeria, Bangladesh, Colombia, Costa Rica, Dominican Republic, Ecuador, Gambia, Honduras, Liberia, Namibia, Nepal, Nicaragua, Niger, Paraguay, Peru, St. Lucia, Togo, Turkmenistan, and Uruguay.

One of the first major activities for countries participating in the project, Capacity Development for Policy Makers to Address Climate Change, is the organization of a National Inter-Ministerial Dialogue. The objective of the Dialogue is to bring a broad group of national players -- in particular, policy makers from key line ministries -- to the table to raise awareness about the Bali Road Map negotiations and implications for national policies. National Dialogues have now been held in 18 countries.

A key challenge for developing countries is understanding the magnitude and intensity of national efforts needed to reduce greenhouse gas emissions and to adapt to the adverse impacts of climate change. To address this issue, one key national activity under this project is an assessment of Investment and Financial Flows (I&FF) to address climate change for selected key sectors.

The UNDP Regional Bureau for Latin America & the Caribbean (LAC) expanded on the project in the LAC region to provide technical support to national policy makers and its Country Offices and strengthen capacity on budgetary issues related to the post-2012 climate regime. Other activities include development of negotiating skills for younger delegates and studies on the economics of climate change (in collaboration with ECLAC). Programmes and Initiatives

Capacity development for policy makers: A UNDP project assisting countries strengthen their capacity to participate in the UNFCCC process.

 

National Communications Support Programme: Funded by the Global Environment Facility (GEF) and jointly managed by UNDP and UNEP, the programme provides technical and policy support to countries preparing National Communications.

 

National Capacity Self Assessments: A GEF-UNDP-UNEP support programme to enable countries to make a self-assessment of their capacity needs and prepare a national capacity action plan.

 

Capacity development for carbon finance: UNDP regional and country projects, and the UNDP MDG Carbon Facility, provide support to developing countries on a variety of capacity development initiatives related to Carbon Finance.
