UNDP’s Adaptation Programme also currently supports more than 75 countries and is growing. UNDP promotes the development of system-wide capacities of national, sub-national and community level partners to adapt to climate change. This includes assisting countries to access, sequence and combine resources from multiple sources of funds for adaptation. Together with partners, UNDP supports pilot adaptation measures in agriculture and food security, water resources and quality, coastal zone development, public health, natural resource management and climate-related disaster management, while incorporating other cross-cutting issues (i.e. gender, energy, ecosystems).

With a field presence in more than 160 countries and a UN coordinating mandate, UNDP is uniquely placed to assist developing countries in leveraging financing, in order to meet their national development. UNDP works to develop, combine and sequence a range of innovative institutional, regulatory and market-based instruments to promote direct investments for strategic interventions in climate-resilient development, including the structuring of and access to additional sources of finance. Among its sources of funds, UNDP supports countries in mobilizing financing through the Adaptation Fund as a Multilateral Implementing Agency, and through the Global Environmental Facility (GEF), in three funds: Least Developed Country Fund, (LDCF), Special Climate Change Fund, (or SCCF), and the Strategic Priority Fund of the GEF Trust Fund (SPA).

UNDP activities include the development of enabling environments and help to ensure that overarching national planning and fiscal policies continually and routinely consider climate change risks. Support is also provided at the sub-national and local level. UNDP works to assist sub-national authorities (regions and cities) in developing countries by building their capacity to design and implement climate change strategies and investment plans, through the umbrella project “Down to Earth: Territorial approach to Climate Change.” Community-based Adaptation also helps to build the resilience of communities and the ecosystems upon which they rely in the face of climate change impacts.

Currently, grant resources are being mobilized from multilateral and bilateral sources including the Global Environment Facility, and the Governments of Denmark, Japan, Norway and Spain. These resources are complemented with co-financing leveraged by UNDP from various sources in support of baseline development needs.

Projects and Initiatives

GEF-funded adaptation initiatives: The GEF was established to forge international cooperation and finance actions to address critical threats to the global environment.

 

National Capacity Self Assessments: A GEF-UNDP-UNEP support programme to enable countries to make a self-assessment of their capacity needs and prepare a national capacity action plan.

 

NAPA: A UNFCCC fund, managed by GEF, provides a process for Least Developed Contries to identify priority activities that respon to their urgent and dimmediate needs with regard to adaptation.

 

National Communications Support Programme: Funded by the Global Environment Facility (GEF) and jointly managed by UNDP and UNEP, the programme provides technical and policy support to countries preparing National Communications.

 

Africa Adaptation Programme: UNDP, with funding from the Government of Japan, recently launched a new programme that uses an innovative approach to climate change adaptation in Africa.

 

Community-based adaptation: The UNDP-GEF Community-Based Adaptation Project pilots building the resilience of communities and the ecosystems they rely upon.

 

Support for Low-carbon and Climate Resilient Development Strategies

 

MDG Achievement Fund: Through the MDG Achievement Fund countries can seek support for activities to reduce poverty and enhance capacity to adapt to climate change.
