Electoral cycle support and lessons learned at the national level

The country component is the largest among the three and accounts for approximately half of all programmable resources. While the focus of the this component is primarily African countries, countries from other regions have been suggested and will be considered for activity under the GPECS, subject to approval of the Programme donor.

GPECS includes the cross cutting issues of support to policy and strategy formulation, the electoral operational planning and budgeting efforts, as well as to the procurement planning, and examines methodologies available for the implementation of electoral operations, as well as implementation of capacity building initiatives for institutional strengthening.

  • Capacity Development

    A key focus is capacity development on operational effectiveness necessary to plan and implement timely and costly reasonable inclusive elections both at EMB and UNDP Country Offices, to align the procurement cycle with the electoral cycle and improve efficiency of the electoral assistance activities.

The planning draws from analysis of comparative options identifying strategies for each type of activities, services and equipment required, including examination of corresponding effective risk mitigation measures.

Capacity development is foreseen through provision of operational guidance and advice; liaison and interaction; and development of knowledge products and information, e.g. global and regional level exchanges, trainings, seminars, e-learning's, publications etc.
