Local service delivery

As part of the poverty reduction and MDGs local level efforts, UNDP supports country programmes to develop their capacity to increase access to basic public services for the poor and the potential of multi-stakeholders partnerships to complement traditional public service delivery approaches.

In that context, UNDP through its Public-Private Partnerships for Service Delivery (PPPSD) facility supports:

  • Promotion of enabling policy, regulatory and institutional frameworks conducive for non- state actors and mainly private sector participation in local level service delivery.
  • Development of capacities of partners, including local governments, local businesses and communities to effectively engage through Private Public Partnerships to improve service delivery to the poor.
  • Implementation of innovative “quick wins” and pro-poor local level partnerships that contribute to service delivery improvement.
  • Knowledge sharing through the identification, documentation and exchange of good practices and lessons learned on local level service delivery approaches, as well as the development of knowledge products and capacity development tools.

The UNDP Public-Private Partnerships for Service Delivery is a global multi-partner facility which supports developing countries in their efforts to define, promote and implement inclusive partnerships for the provision of basic public services at the local level. It offers demand-driven services on the basis of a strong partner network with results at the country level.

Support focuses on:

  • Small and medium sized municipalities in urban, peri-urban and rural areas.
  • Local service provision with direct impact on poverty reduction through job creation, revenue generation, skills development, improvement and extension of services to poor neighbourhoods.
  • Basic services with direct contributions to the Millennium Development Goals (MDGs), e.g. water supply, sanitation, solid waste management, local energy services, health, education, other social services and local infrastructure and facility development and maintenance.
