For poor people to make their voices heard, local institutions of governance are the most important avenue. This is where the poor, women and minorities can participate in governance and influence decisions affecting their lives.
For UNDP, local governance comprises the combined set of institutions, systems and processes, at the local level, through which local authorities raise revenues, provide services, maintain security and interact with local actors on local development. It is where citizens, groups and local communities articulate interests and needs, mediate differences and exercise rights and obligations.
