Since the advent of the MDGs, many costing exercises have highlighted that in order to attain the MDGs by 2015, current levels of Official Development Assistance (ODA) have to be at least double. But even though Developed Countries are prepared to finance the necessary increase in ODA, do the Developing Countries have the capacity to absorb efficiently the increase in resources?
