Track-Two Initiatives of Nationally-Led Peace Processes: The Case of the Philippines

This Issues Brief examines the role of track-two initiatives in negotiations leading to the signing of the Comprehensive Agreement with the Bangsamoro (CAB) signed between the Moro Islamic Liberation Front (MILF) and the Republic of the Philippines in 2014. Particular attention is paid to issues of capacity and ownership on the part of actors carrying out these initiatives in the ensuing three-year period in which efforts have been made to implement the agreement.
