Reparations, Development and Gender

In December 2010, UNDP and UNIFEM co-hosted an international workshop on Reparations, Development and Gender in Kampala, Uganda as part of their joint Global Programme on Women’s Access to Justice Post-Conflict.

 

The purpose of the meeting was to explore the relationship between reparations and development with the aim of contributing to a discussion on the role of UN agencies in the design and implementation of gender-just reparations for victims of gross human rights violations as well as to explore the way in which development and development practitioners can contribute to strengthening victims’ rights to comprehensive reparations.

 

The meeting explored issues of concrete linkages between reparations and development, and delivery of reparations programmes using development methodologies and resources. For example, addressing the needs of victims in the context of economic recovery at the community level including through offering health services, educational opportunities, assistance for resolving land disputes and with legal information and representation.

 

The report also provides concrete recommendations on policy, conceptual and programming issues related to reparations and development, and on integrating these programmes into the broader UN and non-UN development frameworks to maximize coordination, ownership and resources.

 

UNDP and UN Women will now work to take forward the recommendations of the meeting, in particular engaging donors, states, and development actors on piloting those recommendations that will contribute to the implementation of comprehensive, transformative and gender just reparations.
