Public Service Management and the Post 2015 Agenda

This paper was prepared as part of a horizon scanning exercise which informed the strategic focus of the new UNDP Global Centre for Public Service Excellence at Singapore. It was discussed by experts and practitioners as part of the first Public Service Dialogue organized by the Centre on 5th March 2013.

 

The Millennium Development Goals (MDGs) have performed the most useful function of focusing global attention and effort on addressing the leading issues of our times.  But the timeframe for the MDGs ends in 2015 and the leading question has now become ‘what next?’  This paper examines the future in terms of public services. It identifies some of the major issues that will confront public services across the globe but most particularly in developing countries. It further identifies emerging organizational challenges that policy makers and public service leaders must address and poses the question of how these can be addressed in an efficient, effective and timely manner.
