Conflict analysis and assessments

Today’s conflicts have mutated into complex systems that are driven by multiple and competing interests. These conflict dynamics have the potential to generate considerable and lasting turbulence across political and socio-economic spheres, undermining peace and sustainable development. A deeper understanding of the drivers of unrest and conflict and the capacities for peace in an ever-changing world is crucial for UNDP to identify and support national capacities in sustaining peace. Conflict analysis provides an evidence base to enable strategic and targeted responses to better manage new forms of transition and turbulence, and reduce the likelihood of a (re-)emergence of violent conflict.

Sound analysis is also critical to developing strategic approaches for the UN system to comprehensively support national efforts to address conflicts and protect development gains. The UN Development Group has developed and endorsed a comprehensive Conflict and Development Analysis (CDA) tool to guide Country Offices and practitioners in conducting conflict analysis and applying the analysis to programming and strategic positioning. UNDP is supporting the roll-out of the CDA.

The World Bank, the UN and the EU are committed to providing joint support for assessing, planning, and mobilizing efforts geared toward recovery, reconstruction, peacebuilding and development in countries affected by crises. This tripartite agreement is executed via the mechanism of joint Recovery and Peace Building Assessments (RPBA). The Recovery and Peacebuilding Assessment is a joint approach to identify and address immediate and medium-term recovery and peacebuilding requirements while laying the foundations for the elaboration of a longer-term recovery and peacebuilding strategy in a country facing conflict or transitioning out of a conflict-related crisis. It serves as a methodology and/or platform for joint analysis and planning, designed to maximize the effectiveness of national and international recovery and peacebuilding efforts. UNDP assumes the technical lead on the RPBA for the UN system.
