On a Wednesday morning in late June, I got an email from HQ requesting that come to New York from Bangkok to help with the drafting of UNDP’s new Strategic Plan. I said yes, of course. The email was followed by a phone call asking if I could come as soon as possible. The span of time between my receiving the email and boarding a plane was four days. I keep this in mind as I work with the team crafting the document that will guide UNDP’s work over the next four years. There are many instances when UNDP is called on respond quickly to problems and challenges our clients face. It is part of our DNA that we do so whenever and wherever we are needed. This was demonstrated again when we asked staff all over the world to share their thoughts on our future direction. Impact investment to close the SDG funding gap

A look at the current state of development funding shows a stark contrast between the price tag to eliminate poverty and protect the planet by 2030, and the actual financial resources that are available. The United Nations Conference on Trade and Development (UNCTAD) says achieving the Sustainable Development Goals (SDGs) will take between US$5 to $7 trillion, with an investment gap in developing countries of about $2.5 trillion. At the same time, the most recent OECD DAC report shows that in 2016 the total official development assistance reached a peak of $142.6 billion, which is one order of magnitude smaller than the needs. Who is going to cover these gaps and how? The days of “funding” (out of a moral imperative) are over; instead, “financing” is seeing good investments for your money, while contributing to positive development. … Read more

With the Sustainable Development Goals (SDGs) having significantly raised the bar regarding ambition and universality, there is agreement that we have to go well beyond business as usual. Achieving breakthrough progress in these rapidly-changing times requires a new mind-set and different behavior from all of us. "The greatest danger in times of turbulence is not the turbulence; it is to act with yesterday's logic", said Management Educator, Peter Drucker. Are we ready to step up our logic? What role can each of us play to realize the future we want? As a neutral broker, UNDP increasingly takes innovative approaches to coordinating, coordinating, connecting and co-creating with partners, globally and locally. We live in transformational times with dynamics reinforced by globalization and technological progress causing threats and opportunities on an unprecedented scale. Within this context, multilateral processes are of critical importance for dialogue and coordination to overcome fragmentation and duplication. South-South cooperation in conflict affected and fragile contexts

We are in the era of achieving the Sustainable Development Goals, leaving no one behind. However, one out of five people in the world live in conflicts and fragility. South-South Cooperation (SSC) can deliver important results in fragile and conflict affected contexts, as well as in stable situations. By 2014, international humanitarian assistance from Southern partners almost tripled 2012 levels. In 2015, the largest percentage increases mainly came from the Gulf States. Emerging economies including Brazil, China, India, South Africa, have considerably expanded their cooperation in crisis environments alongside traditional donors. India is estimated to have a budget of US$15 billion in 2012-2017 for fragile states. In addition to its substantial support to crisis recovery, China pledged to add $100 million to help deal with refugee and migrant crises at the UN this year. Neighbouring countries are often among the first to extend a helping hand. With UNDP's facilitation, Jordan provided training for Iraq government to better manage gender based violence, which often becomes more serious after conflicts. Indeed, Culture and language familiarities can group countries together to pursue SSC at scale. Timor-Leste, as the Rotating Presidency of the Community of Portuguese Speaking Countries, expressed full support alongside with a contribution of $1.9 million to Guinea-Bissau for political stability and economic and social development. Such an effort was able to further mobilize over 1 billion euros in cash, goods and services, investments and concessional loans to finance related projects in Guinea-Bissau. This is also a demonstration of how Southern leadership can lead to scaled-up international efforts, including through triangular cooperation. … Read more

What comes to mind when you hear the term ‘innovation’? The public sector? – Thought not. But we are working on changing this. Over the last three years, UNDP has set up innovation labs in five countries to support governments in designing the next generation of public services and to embark on experimental policy-design and another one is being set up right now. From Brazil, Colombia and Canada to South Africa, Israel, Malaysia and Singapore – the world map of labs is constantly growing. Government innovation labs, sometimes referred to as change labs, social labs or design labs, have been opening up in more and more places since the early 2000s. What are Public Sector innovation labs and how do they work? Government or public sector innovation labs are teams that combine expertise in innovation methods and public sector reform to improve policy design and the way governments deliver services to the public. Another important role of the labs is to help governments reframe challenges and to broaden the perspective of policy makers by bringing in the perspective of users. Labs help governments in creating better solutions based on citizen feedback and inputs. But ideally they are more than quick-solution delivery machines. … Read more

The countries of Latin America and the Caribbean experienced historic economic and social transformation in recent years. This has led to a considerable reduction in poverty and inequality and to advances in closing gender, labour and education gaps. These achievements are the result of a favourable economic environment as well as proactive social inclusion policies. Despite this, 25 million to 30 million people risk falling back into poverty—a third of those who left poverty from 2003 to 2013. The most vulnerable are the newly employed, women and workers in the informal sectors of the economy. Many face social exclusion that cannot be resolved with higher income, such as discrimination due to ethnic or racial group, skin colour, sexual identity, migrant status or disability. … Read more

2015 was a milestone year for international cooperation on sustainable development. The Paris Agreement shows the commitment of the international community to tackle climate change. The 2030 Agenda, also adopted in 2015, puts forward 17 Sustainable Development Goals (SDGs) to protect people and planet. Meeting the aspiration of leaving no one behind, and reaching the furthest behind first, implies focusing greater attention to those living in the Least Developed Countries. This group of countries includes those with the lowest levels of income per person, poor health and education levels, and high vulnerability to economic, health and other shocks and disasters. … Read more
