Local Government District Development Guidelines launched
Kampala- Development planning guidelines intended to enable local government plans to align to the National Development Plan have been launched today.
The Local Government Development Planning Guidelines which were developed with support from the United Nations Development Programme (UNDP) will enable local government planning to match the National Development Plans and the Uganda Vision 2040, both of which are designed to accelerate the country’s socioeconomic transformation and bring it to middle income status over the next 20 years.
Speaking at the launch of the guidelines, the Prime Minister, Hon. Amama Mbabazi said that the guidelines are in line with government’s commitment to improve service delivery through harmonising the existing development planning frameworks to match the Uganda Vision 20140 aspirations.
“The guidelines will in addition steer and orient local governments from being mere service delivery vehicles to wealth creation entities with emphasis on the public private sector partnerships in planning and encourage adequate participation of the non state actors in the planning and budgeting process,” the Prime Minister added.
UNDP’s Democratic Governance Team leader, Annet Mpabulungi-Wakabi, who represented the Country Director, said that the new plans have benefits including improved coordination in the selection and programming of development activities within local government departments, their various partners and also between fellow local governments.
She added that apart from being an adequate ground to harmonise decentralised and national plans, they are also expected to nurture cross cutting themes such as gender, environment, human rights, disability, population, climate change, HIV/AIDS and social protection among other things.
“This is a good time to test these new guidelines particularly as phase two of the National Development Plan and annual planning and budgeting process start, all those involved at both local and national levels can fully maximise them for coherent planning and budgeting,” she said.
The local government development planning guidelines were developed through a consultative process involving the National Planning Authority, the Ministry of Local Government and various local governments around the country. Development of the plans is part of UNDP Uganda’s efforts on strengthening institutional framework for service delivery, a four year project which started in 2011 and is funded to a tune of USD3m.
As part of support to local governance, the project has also assisted in the development of the Local Government Strategic Plan (2012/2013), completion of the Decentralisation Policy Strategic Framework and establishment of the Public Private sector Partnerships for Local Government among others.
