Uganda AIDS Accountability Scorecard

Uganda's first National AIDS Accountability scorecard rates the degree to which government is fulfilling its commitment to respond to the epidemic. The scorecard enables evaluation, monitoring and benchmarking Uganda's performance as per the National HIV/Aids Strategic Plan 2011/12 - 2014/15, and the report also presents the process of preparating and executing the scorecard exercise itself. The voices and assessment given by the beneficiaries in the communities provide a better understanding of the efforts done by the different players in addressing the HIV epidemic.

Report Highlights

  • Frequent gender based violence with limited interventions that focus on linkages between HIV and SGBV
  • Inadequate public education, and where it is available, it carries confusing messages from multiple implementers.
  • Poor counseling for the adolescents; and generally there are no youth friendly services
  • Insufficient staff to provide comprehensive and integrated HIV services
  • Limited adolescent-focused interventions that integrate both HIV and Sexual and reproductive health.
  • Scarcity of both female and male condoms- female condoms are not available and there is limited public education on them
  • No national systems to monitor and report on HIV community systems and prevention initiatives
  • Weak data management characterized by limited data use
  • Biting poverty in the community has been a hindrance to honoring of referrals
