Market Transformation of Energy Efficient Appliances in Turkey

What is the project about?


The objective of the project is to reduce the household electricity consumption and the associated greenhouse gas emissions of Turkey by accelerating the market transformation of less energy consuming building appliances.

What has been the situation?

The total estimated CO2 emissions of Turkey in 2006 were 274 Mtons, compared to 140 Mtons in 1990, with the biggest increase in electricity generation. Together with the economic growth, the electricity consumption has continued to increase rapidly from 96 TWh in 2000 to 155 TWh in 2007.

The residential sector accounted for about 25% of the total electricity consumption in 2007 and together with the industrial sector has been the fastest growing end user segment. This is also evident by observing the rapid increase in the annual sale of new electric household appliances, which has more than doubled during the past 10 years. Considering the fact that major part of this energy consumption is attributed to household appliances, it will provide considerable energy savings if more energy efficient appliances dominate the market.

What is our mission?



The objective of the project is to reduce the household electricity consumption and the associated greenhouse gas emissions of Turkey by accelerating the market transformation of less energy consuming building appliances.

How are we doing this?

1. Improving institutional capacity in appliance labeling policy
2. Supporting the development and implementation of a structured appliance labeling verification and enforcement system
3. Raising awareness with end-users and the supply chain and strengthened capacity of the local manufacturers to produce appliances complying with the new energy efficiency standards for the Turkish market
4. Monitoring, learning, adaptive feedback and evaluation

How will Turkey benefit?

In order to ensure the market transformation, it is planned to increase the sale of energy efficient applainces in the Turkish market and to accelerate the change of old and inefficient applainces with the energy efficient ones. The project focuses on six priority product groups:
- Refrigerators
- Deep freezers
- Washing machines
- Dishwashers,
- Electrical ovens
- Air conditioners

Some concrete achievements of the project until today are given below:
- Report on Data Availability for Market Monitoring System and review of EU examples
- Report on gap analysis for implementation of EU Ecodesign and Energy Labelling Directives in Turkey and Review of EU examples
- Report on gap analysis of existing testing and conformity assessment capacity in Turkey and review of EU examples
- Two Implementing Communiqués on Ecodesign Requirements for ErPs (Dishwashers and Washing Machines)
- Five Implementing Communiqués on Energy Labelling of ErP2 (Dishwashers, Washing Machines, Refrigerators, Air Conditioners, TVs)
- Study tour to the UK for the Ministry of Science, Industry and Technology and Ministry of Energy and Natural Resources staff
- Workshop on Appliance Energy Efficiency Policies for 200 persons from different stakeholders including government, private sector, conformity assessment bodies, academia, NGOs, etc.

Ministry of Finance, banks and other financial institutions, NGOs like consumer organizations, professional chambers are key stakeholders for the project.
