Legal Training Centre Hosts Debate on Professional Ethics
Seminar Brings Together Legal Professionals to Discuss Ethical Principles and Deontology
Magistrates, public defenders and other legal professionals participated in a seminar on ethics and deontology in the judicial professions, organized by the Legal Training Centre (LTC). Focused specifically on the concerns particular to Judges and Prosecutors, the event held on 1st August was the first of a series of discussions on judicial ethics planned by the LTC for the upcoming months.
“A good magistrate, a good public defender, a good lawyer, has more than elevated technical capacities in law; they need to be a man or woman who is conscious of the ethical principles governing the profession, and capable of applying those in all aspects of their lives, inside and outside the courts”, said Dionísio Babo, Minister of Justice, in his opening remarks.
The seminar was divided in two sessions. First, Judge Alexandre Coelho, LTC Senior Pedagogical Coordinator, presented the initial elements for a debate on “Judges, Ethics, and Codes of Conduct”; followed by a presentation from Prosecutor Remízia da Silva, from the Dili District Prosecution Office, who brought the prosecutors’ perpective on the topic.
“I am sure that the reflection on judicial ethics that we start today will contribute to creating a good image of the judges, so that they can elevate their professional status and strengthen the legitimacy of the judiciary”, said Guilhermino da Silva, Chief Justice.
The mandate of the LTC is to promote and carry out the technical, legal linguistic and professional training of judges, prosecutors, public defenders and other agents of justice, contributing to the proper administration of justice and to the understanding and improvement of law. UNDP’s Justice System Programme (JSP) has been supporting the LTC since it was established, in 2003, providing training and management support; recruiting lecturers; providing equipment, training materials and resources; funding refurbishments; and supporting IT and database systems.
