Promoted judges in a class of their own
Three Timorese judges have been promoted, including two promotions to the prestigious rank of Judge Counsellor.
Timor-Leste’s highest court, the Court of Appeal, promoted judges Deolindo dos Santos, Guilhermino da Silva and Jacinta Correia da Costa to the rank of Judge, Second Class, in a ceremony held at the Court on 9 September.
Judges dos Santos and da Silva were also promoted to the rank of Judge Counsellor. This is only the second time that Timorese judges have received the rank of Judge Counsellor.
Judges dos Santos and da Silva will sit on the Court of Appeal, while Judge da Costa will continue her duties at Dili District Court.
Judge Deolindo dos Santos said swearing the judge’s oath during the promotion ceremony was a milestone in his career.
“This ceremony was important in assisting me to conduct my duties fairly and professionally. The oath that we swore today is very important,” he said.
“It reminds us of the fundamental principles we have to adhere to when carrying out our duties. It also obliges us to work our hardest on the bench.”
Judge dos Santos thanked UNDP for supporting the justice sector.
“UNDP have continued to provide maximum support to develop the justice sector in Timor- Leste. We need this cooperation to continue in the future and I believe UNDP will remain committed to helping us,” he said.
UNDP has been working to strengthen Timor-Leste’s justice sector since 2003, supporting the Ministry of Justice, the Legal Training Centre (LTC), the Office of the Prosecutor General and the Public Defender’s Office.
