About the COMPASIS project

COMPASIS aims to protect poor households in the districts of Ermera and the Oecusse exclave by mobilizing these communities against poverty, hunger, poor health, illiteracy and social exclusion. (Lee versaun Tetum iha ne'e)

Six UN agencies are cooperating on this multidimensional programme in order to address the human insecurities faced by vulnerable people in these districts, the country’s poorest.  COMPASIS places particular focus on women farmers, widows, unemployed youth, returning IDPs, children, and food insecure people.

Project goals

COMPASIS uses community mobilization and social inclusion to achieve the following objectives:

  • Reduce extreme poverty among vulnerable groups through community mobilization, agro-based micro-enterprises, skills training and post-training support (Partners – FAO, ILO, WFP, UNDP)
  • Promote social inclusion in the service delivery system (Partners – UNICEF UNFPA)
  • Increase community awareness of maternal and child health (Partners – UNICEF)
  • Build the skills of service providers in planning and executing community-based water, sanitation and primary health and hygiene schemes.

UNDP is responsible for implementing three poverty reduction activities:

  • Establish and strengthen 200 self-help groups
  • Assist self-help groups identify enterprise opportunities and provide training in preparing business plans
  • Support community-based rehabilitation of 16 small but critical rural infrastructure projects
