Over the last few decades, the Southern border provinces of Thailand have been witnessing ongoing insurgency resulting in the lack of mutual trust among local community members. According to research and studies conducted by a large amount of specialists in the field of decentralization and local administration, their findings revealed that 'local administrative organisation' should serve as focal points in empowering and enhancing the local /regional operations to be effectively and efficiently implemented.

Strengthening Local Authorities and Communities in Southern Border Provinces of Thailand through Public Participation and Planning Process' project,  signifies another crucial step of the Southern Thailand Empowerment and Participation (STEP) project. One of the objectives of the STEP project is to assist in strengthening local governments by means of public participation through the process of a social capital-based development plan to create operational guidelines for the actual operators with the localities to make use of these tools and approaches with effectiveness and efficiency. The instrument is also strategically aimed at providing strength for local communities, inspiring each and every member to be able to stand on their own and continue developing regardless of upcoming incidents.

It is recommended that those concerned with the process of preparing development plans and budgets for local authorities (or local communities), ranging from the top-tier executive/administrative level, through local government officers, provincial/regional government officers, community leaders, and general public from all sectors, to the youth and those who may be simply interested in the topic.
