National Development Strategy/Poverty Reduction Strategy

What is the Programme about?

The main objective of the Project is strengthening/building capacity of the Ministry of Economic Development and Trade in Tajikistan and pilot line ministries and agencies such as Ministries of Finance, Agriculture, Health, Education, Energy and Industry, State Statistics Agency for the National Develoment Strategy (NDS)/Living Standards Improvement Strategy (LSIS) management and implementation. This will be based on operationalization of the existing automated Monitoring and Evaluation system and on the competent staff capable of analyzing and assessing the Poverty Reduction Strategy implementation progress and achievement of the indicators.

The Project will work on in the improvement of the monitoring and evaluation (M&E) systems, which would further provide close interaction and a comprehensive coordination of management of strategic documents both horizontally and vertically. Development and implementation of an improved M&E system will provide a good opportunity to enhance management of external support, by providing strategic information for development partners and the government.

  1. Regulative documents for financing of NDS/PRS analyzed and necessary amendments introduced.
  2. Effective M&E structures and units in MEDT and in the pilot line ministries.
  3. NDS/PRS feedback system and environment mainstreaming improved.

Outcomes / Outputs

Outcome 3: By 2013, the capacity of public, private and civil society actors is increased to address human development challenges through evidence-based, inclusive and sustainable policies and through private sector-based pro-poor development.

Overall Outputs: Inclusive economic growth achieved in the region through trade and increased competitiveness.

Output 1: Increased economic development along trade corridors linking the countries of Central Asia, South Caucasus and Western CIS with key markets for their products
