Mainstreaming Human Development in Tajikistan Project

What is the Project about?

The main scope of the project is to promote the Human Development (HD) concept at all levels including the decision-making level, where it will be acknowledged and recognized as a basis and the main criteria in the social dialogue and in the formulation of the national socio-economic policies in Tajikistan. This will be achieved, inter alia, through mainstreaming human paradigm through improved understanding of its meaning and practical implications and improving the capacity to formulate and implement policies consistent with human development principles. Important components of the project contributing to its main outcome will be production of National Human Development Reports (NHDRs), human development trainings, support for improving the quality of statistics and capacity to understand statistics and use in day-to-day policy making as well as support to establish and further develop an independent national research institution which will respond to the urgent needs of assisting with policy advice in key socio-economic areas. The project output is to mainstream human development in policymaking at various levels of government. This project is planned for three years and will be implemented by UNDP in partnership with relevant national and international institutions.

  • improved human development focus of policy-making in Tajikistan;
  • improved capacities to respond to emerging challenges in the context of human development paradigm
  • better opportunities to target national development process to achieving MDGs

Accomplishments so far

Mainstreaming of Human Development concept at policy level:

The National Human Development Reports (NHDRs) “Tajikistan: Institutions and Development” and “Tajikistan: Poverty in the context of climate change” were developed by a group of national experts, which were trained by UNDP on Human Development (HD). This group formed the public organization “Center of innovative development”, which is conducting socio-economic research focused on Human Development at city/district level to help Local Governments to mainstream HD priorities into planning and implementation of development programmes.

Introduction HD concept into education process:

A Memorandum of Understanding was signed between UNDP and 8 Institutes of Higher Education (IHE), including the Civil Servants Training Institute of the Civil Service under the President of the Republic of Tajikistan, to mainstream the HD Concept into the education process. As a result, a special HD course was introduced into the education programmes of 8 universities and institutes and more than 2,000 students attended it. A course of lectures on “Human Development” was developed and published. Technical and advisory assistance was provided to universities and institutes to organize HD courses.   

Regional research

The book “Challenges of Social Exclusion and Human Development in the Republic of Tajikistan” was prepared based on the  Regional Social Exclusion Survey conducted by UNDP Regional Bureau for Europe and the CIS in 2009-2010 with participation of 4 national experts from Tajikistan.
