Border Management in Northern Afghanistan

What is the Programme about?

The objective of this project is to reinforce border management capacity and trans-border cooperation in the Northern provinces of Afghanistan. The project intention is to improve cross-border cooperation and the capacity to reduce crime thereby increasing legal trade, travel and commerce along Afghanistan’s border with Tajikistan and Uzbekistan. This will also contribute to mutual trust, regional development, conflict resolution and prevention, and enhanced human security, as well as to indirectly enhance and expand economic development on both sides of the border.

Expected Outcome

  1. Efficiency and capacity of Afghan Border Police (ABP) and Afghan Customs Department (ACD) on the Northern Afghan border with Tajikistan and Uzbekistan is increased
  2. Inter-agency and cross-border communication, cooperation, and coordination between Afghanistan-Tajikistan and Afghanistan-Uzbekistan are improved.
  3. Countering illicit narcotic trafficking and precursor chemicals through the northern Afghan border with Tajikistan and Uzbekistan is increased.

Accomplishments so far



Training: BOMNAF continues providing training to the Afghan Border Police officers in a) Integrated Border Management, and b) Practical subjects such as driving, first aid, navigation, etc. For experience sharing and cooperation purposes officers from the Tajik Border Force are also invited to take part in these trainings.

Construction: Three construction projects are ongoing in Afghanistan, which include:

  1. A Border Crossing Point (BCP) in Djomarchi Bolo, Badakshan Province currently complete by 95 % and is due for finishing during the first quarter of 2014. BOMNAF is constructing a complete crossing point including offices, barracks, toilets, kitchen and recreational facilities.
  2. Construction of a Battalion Headquarters and facilities for the 6th Battalion of the Afghan Border Police in Chashmai Tut, Khohon District is ongoing and due for completion by mid-2014.
  3. Construction of a Border Outpost is ongoing in Kal’ai Zol, Kunduz Province.  This construction is complete by over 70 % and due for completion during the first quarter of  2014.  The building consists of working offices and store rooms, communication office, kitchen and dining room, bedroom, warehouse and detention room and each building is supplied with necessary facilities and equipment.

Equipment: BOMNAF has procured the following specialized equipment for the beneficiaries, which will be handed over by the end of 2013 to the Afghan Border Police in Djomarji Bolo, Kal’ai Zol and Chashmai Tut:  15 Polaris 4x4 Quad Bikes, 12 digital cameras, 7 sets of field telephones, 24 sets of binoculars, 21 computer laptops, 35 Solar Ovens, 51 pcs of Radio equipment of various types, 11 TV sets and DVDs, 5 Projectors with screens, one passport reader, etc. During 2014 items such as navigation equipment, compasses, high visibility vests and coveralls, 17 small and large office saves, 4 sets of telescopes, 15 compasses, as well as visibility materials like sign boards for the construction sites and T-shirts, 30 items of helmets, gloves, goggles for the All-Terrain Vehicle operators were procured. All equipment will be delivered and handed over to project beneficiaries upon completion of the infrastructure facilities and relevant trainings.  This is planned to be implemented during 2014.

Conferences and events:

Issyk-Kul initiative.  BOMNAF provided financial support to the Commander of the Afghan Border Police together with two other colleagues from ABP and MoFA Afghanistan to take part at the Issyk-Kul initiative meeting organized and held by BOMCA during 26-27 August 2013.

11th CABSI (Central Asian Border Security Initiative) Conference.  The BOMNAF project organised and financed the participation of the Afghanistan delegation to the CABSI conference. Ms. Roya Rahmani, Director General of Regional Cooperation, Ministry of Foreign Affairs of Afghanistan, Lt Gen Gul Nabi Ahmadzai, Commander, Afghan Border Police, Colonel Gul Nabi Talash, Chief Training Officer, ABP, and Maj Gen  Mohd Zamon Mamozai represented Afghanistan in the Conference.  It is the first time in the history of CABSI when Afghanistan was actively participating in the Conference as an important neighbour of the CA states.
