About UNDP in Serbia
UNDP has been working in Serbia since 1952.
UNDP supports Serbia in its own efforts to achieve the highest level of human prosperity and dignity for all its citizens irrespective of their gender, ethnicity or creed. UNDP promotes sustainable human development, human security and equal possibilities for all, while providing every available support to Serbia in its progress toward joining the European Union.
UNDP objectives for Serbia are outlined in the Country Programme Document (CPD), 2011-2015, adopted in July 2010 and Country Programme Action Plan (CPAP), 2011-2015, which has been designed together and approved by the Government in December 2010.
What do we want to accomplish?
The ultimate goal of UNDP is to improve the lives of the people of Serbia, especially the poorest and most vulnerable, and to ensure a future that offers equality, dignity and opportunity for all. UNDP works in partnership with the Government of Serbia, development partners, UN agencies, civil society and local communities to help identify local solutions to meet global and national development challenges through a range of interventions that combine UNDP’s expertise and comparative advantage in the areas of Democratic Governance, Poverty Reduction and Energy and Environment.
What are our results?
The UNDP delivered transformational change in a number of strategic areas:
In the area of Social Inclusion, one of UNDP flagship initiatives led to a shift in society with regard to persons with disabilities (PWD). The previous notion of medical and humanitarian assistance to PWD is giving way to a more social approach, ensuring that all persons have access to daily services on an equal basis.
UNDP’s piloting of active labor market measures resulted in work placements, vocational training and business start ups for 2,700 beneficiaries of the Youth Employment Fund in 50 municipalities throughout the country.
UNDP promoted domestic and international investment in rural tourism, building local capacities for project implementation, enhancing environmental protection and increasing social inclusion of marginalized groups.
UNDP helped to establish Citizens’ Advisory Services (CAS) in South Serbia to expand outreach services to possible migrants and returnees.
UNDP has assisted the Government to broadly adapt more gender sensitive policies which contributed to an increase in reported cases of violence against women.
The social welfare services became more accessible to poor and vulnerable in Serbia. UNDP supported partnership-building between governmental and nongovernmental sectors through the establishing of the Social Innovations Fund (SIF), a mechanism to fast-track the reform. The SIF introduced the mixed modality in provision of social welfare services, including for the first time the Civil Society Organizations as service providers.
In Democratic Governance, UNDP supported the Anti-corruption Agency in promoting its mandate and thus achieving a substantial improvement in the collection of asset declarations by civil servants (16,000 declarations as opposed to previously 9,000).
UNDP contributed to increased government accountability by brokering an MoU between the Prime Minister (and Government) and the Anticorruption Agency, outlining their collaboration in the fight against corruption and specific points of joint action. As a result the Agency began developing integrity plans, registering the assets of civil servants and combating conflicts of interest. Based on initial recommendations from UNDP experts, the Prosecution allocated additional resources, both human and financial, to its anticorruption units.
In 2011, UNDP assisted the Anticorruption Agency draft whistleblower protection guidelines, develop a new anticorruption strategy/action plan, and initiatives targeting the sub-national level. UNDP conducted a series of corruption benchmarking surveys at the household level, which provided data on the incidence of corruption. The media covered the survey reports, which further contributed to UNDP’s leadership position in the field.
In March 2009, with UNDP’s assistance, the Government adopted the Law on the Prohibition of Discrimination, which provides for mechanisms to protect against discrimination, including judicial protection through a specific litigation proceeding. Through UNDP’s support to the establishment of the Commissioner for the Protection of Equality (CPE), an independent body envisaged in the Law, became operational in May 2010.
In the area of legislative accountability, UNDP support to Parliament resulted in the adoption of a Law on Parliament and new Rules of Procedure, which introduced mechanisms for collaboration with independent oversight bodies and reviewing their reports. As a result of these acts public hearings have been institutionalized.
Programming in the area of public procurement led to standardization of practices (1,200 public procurement officials were certified on international standards). UNDP support to the State Audit Institution yielded 143 audit reports filed in 2012, as compared to only 47 in 2011. 14 criminal charges for misuse of public funds were raised to date.
UNDP/SEESAC spearheaded efforts to mainstream gender in security sector reform and advance regional cooperation in achieving gender equality in police and military services in South-East Europe. UNDP supported the destruction of 17,000 weapons and initiated the disposal of stockpiles of 115 tones of napalm powder in 2012.
In Energy and Environment area, UNDP is assisting the Government of Serbia in increasing the share of renewable energy in the energy production mix, and in fulfilling its international obligations towards reducing carbon emissions and reducing energy consumption.
UNDP supported the Government of Serbia in implementing the Law on Energy, and in fulfilling commitments that are associated by joining the Energy Community Treaty.
UNDP supported the Government to comply with obligations under the UN Framework Convention on Climate Change (UNFCCC), including the preparation of the first and second National Communication.
UNDP has initiated development of a sustainable urban transport plan for the city of Belgrade, which provided the basis for a positive decision by IFIs to allocate additional loans towards urban reconstruction and sustainable transport.
To ensure an increase in the “protected natural resources areas” and their sustainability, UNDP assisted the Government of Serbia in developing the strategic framework for biodiversity conservation, which resulted in the development and adoption of National Biodiversity Strategy and Action Plan.
UNDP supported the establishment of the Association of National Parks and Protected Areas of Serbia and assisted in developing their fund-raising strategy.
