Guide for the Local Self-governments on Including Energy Efficiency Aspects in Criteria in Public Procurement Process

A large share of public procurements in Serbia is implemented by the local self-governments. Thanks to their purchasing power to drive the market towards the supply of energy efficient products and services, local authorities, within their competences, can significantly influence energy efficiency in public buildings and services, and therefore the achievement of the objectives of the National Energy Efficiency Action Plan. UNDP and the Standing Conference of Towns and Municipalities of Serbia (SCTM), in cooperation with the Ministry of Energy, Development and Environmental Protection prepared “The Guide for the Local Self-governments on Including Energy Efficiency Aspects in Criteria in Public Procurement Process”, in accordance with Directive 2006/32/EC on energy end-use efficiency and energy services. The Guide is a result of the joint UNDP-SCTM project "Energy Efficiency Awareness Rising for Decision Makers at Local Level in Serbia".  Printing of the Guide was supported by the Swiss Agency for Development and Cooperation (SDC).
