What is the Global Partnership for Effective Development Cooperation?

The Global Partnership for Effective Development Co-operation is a new, inclusive forum bringing together a wide range of countries and organisations from around the world that are committed to ensuring that development co-operation is effective.

The Global Partnership emerged from an agreement reached at the Fourth High Level Forum on Aid Effectiveness in Busan, Republic of Korea in November – December 2011. It will work to maintain political support and foster engagement among the many, varied actors in the implementation of the agreements reached in Busan.

The Global Partnership builds on international efforts begun at the 2002 Monterrey Conference on Financing for Development, the commitments made in the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action, broadening the aim of getting maximum impact from development aid to working together for effective development.

What will the Global Partnership do?

The Global Partnership is a forum for knowledge exchange and regular monitoring of progress. The main functions will be to:

  • maintain and strengthen political support for more effective development co-operation;
  • carry out monitoring of the implementation of the Busan commitments;
  • facilitate knowledge exchange and lesson learning; and
  • support the implementation of the Busan commitments at the country level.

Who are the members of the Global Partnership?

The Global Partnership brings together developing nations, including major providers of south-south cooperation, donor countries, civil society organisations and private funders .To date, over 160 countries and 45 organisations from around the world have endorsed the agreement. How will the Global Partnership work?

The Global Partnership will hold high-level meetings every 18-24 months in order for ministers and senior-level representatives from participating organisations and bodies to engage in political dialogue and make decisions to ensure that the Busan commitments are followed through.

The Co-Chairs of the Global Partnership have been confirmed as:

  • Ms. Armida Alisjahbana, Minister of State for National Development Planning, INDONESIA
  • Mr. Andrew Mitchell, Secretary of State for International Development, UNITED KINGDOM
  • Ms. Ngozi Okonjo-Iweala, Minister of Finance, NIGERIA.

To prepare for the ministerial meetings and to follow up on their decisions, a Steering Committee will meet every 6-12 months - or more frequently if necessary. The Steering Committee’s work will be carried out transparently, ensuring that all members of the Global Partnership are consulted.

UNDP and the OECD will work together to provide support for the effective functioning of the Global Partnership.

How will the Global Partnership work with other United Nations processes?

The UN Financing for Development process and the UN Development Cooperation Forum (DCF) can build on the critical achievements of the Fourth High Level on Aid Effectiveness. They offer broader opportunities for dialogue on financing for development as the world moves towards 2015.

These processes will help all stakeholders deepen their understanding and commitments to effective development finance, helping to promote development from aid to trade, debt and domestic resource mobilization. They will help to ensure developing countries are chiefly accountable for their own development as well as helping them strengthen their capacities and chances to exit from aid dependency, in the spirit of Millennium Development Goal 8.
