E-governance

Korea is an e-goverance worldbeater. The United Nations has provided comparative e-government assessments of its 192 member states since 1992. The Republic of Korea ranked first in both 2010 and 2011.

Many Ministries and Government offices have integrated e-governance initiatives to simplify access to and the use of key services by citizens.

Key Coordinating Body

The President’s Council is the highest-level coordinating body of Government information policies in Korea. Private and public officials and other experts work together to support Korea’s informatisation.

Key Ministries

The Ministry of Public Administration and Security (MOPAS) assumes affairs related to national administration, government organizations, personnel management, e-government and disaster safety.

MKE is the central government ministry for the management of ICT policies including e-commerce expansion, industrial informatisation and exploring and fostering new industries.

Government Organisations

·         National Information Society Agency (NIA)

NIA promotes informatisation and supports policy development for national agencies and local autonomies.

The NCIA supports improvements in the stability and security of e-government services through boosting efficiency and consolidating disparate government systems.

NIPA helps foster and develop the ICT industry. It supports technological improvements and quality management in software and supports e-commerce, e-learning and more.

KISA is a primary e-security and administration body in Korea, including managing internet address resources, responding to privacy infringements and promoting internet use.

Active E-government Services

A single window of procurement, called KONEPS (Korea Online e-Procurement System), which handles all procurement procedures online

Uni-pass is a one-stop service portal for all customs clearance, which secures national fiscal revenues and protects the national economy through anti-smuggling activities.

HOMETAX is a system for handling tax affairs online at home or work without visiting the tax office. It provides services for imposing, collecting, deducting, and exempting of internal taxes online, as well as inquiring various tax related information.

People can use administrative services anytime, anywhere through the Internet thanks to MINWON24. Detailed information on 5,300 types of service is provided online. Up to 3,020 types of civil services are able to be requested by citizen at home without visiting administrative offices.

All Intellectual Property (IP) services, such as IP application and progress check, are provided online through KIPONET.

“e-People” is Korea’s single online portal system unifying complaints/ proposals/ policy discussions handled by all central government agencies, municipalities, public organizations and Korean diplomatic missions.

  • Shared Use of Administrative Information

Civil service officers can process civil service requests by checking the administration network without requiring the applicant to submit required documents through this portal. Without requiring the civil documents to be issued, 71 documents required for verification will be checked by the officers in charge of civil affairs by sharing administrative information.
