In June 2009, the government of the Democratic Republic of the Congo (DRC) launched the Stabilization and Reconstruction Plan for Areas Emerging from Armed Conflict (STAREC), which identifies both short- and medium-term priorities, categorised around three areas:

  • Safety and restoring State authority
  • Humanitarian and social aid
  • Economic recovery.

In supporting this plan, the United Nations system and the main international partners have revised the Stabilization Strategy developed in 2008, in order to bring it into line with the key priorities of the government. The overall objective of the International Security and Stabilization Support Strategy (ISSSS) is to drive national efforts to promote a safe and stable environment in areas emerging from armed conflict. Therefore, the ISSSS aims at addressing the specific causes and consequences of conflicts by supporting the implementation of initiatives for peace on the local level and the stabilization of areas where conflicts have recently ended.
