The 'Ombudsman Institutions in Southeast Europe: EU Accession and the Universal Periodic Review' workshop was held on 7-8 November, 2013 in Zagreb, Croatia.

The workshop discussed regional experiences and lessons learned in strengthening Ombudsman and other National Human Rights Institutions through the Universal Periodic Review (UPR) and European Union accession processes. 

In addition, the event introduced a new measurement framework to evaluate the effectiveness of Ombudsman and other National Human Rights Institutions, devise effective policy and programming support in this regard, and contribute to further strengthening their role in the UPR follow-up.
