For an Accountable Government in Disaster Response in Aceh Province, Indonesia

In 2010, UNDP was requested to provide comprehensive support to the Aceh Provincial Government for strengthening its capacity through conducting a capacity development needs assessment and capacity strengthening exercise. In the complex Aceh post conflict and post disaster transition context, capacity development for the Aceh Government is an imperative.

Key development issues faced by the Aceh government in performing their governance and service delivery functions as well as the key technical and functional gaps that influence these development issues were identified in the scoping stage.

In the Provincial Transportation and Communications Agency in Dishubkomintel the core issue was the delay in disaster response due to the insufficient transportation access in disaster-prone locations.

  • UNDP's analysis identified capacity gaps of Dishubkomintel in coordinating with other agencies at various levels.
  • The capacity development response that followed has enhanced staff skills and introduced a new institutional coordination arrangement and monitoring and evaluation enabling citizens to hold their government accountable to its own service standards.

The analysis of the development and capacity challenges faced by the provincial government highlighted the specific capacity development needs to be addressed leading to an increased focus on enhancing the capacities of key government agencies to better fulfil their service delivery responsibilities.

The results in Dishubkomintel showed that capacities needed strengthening for the local government to systematically coordinate with the district-/city-level implementation coordinating units, to ensure transportation access to the disaster location to assist the Search and Rescue Office and the Meteorology, Climatology and Geophysics Agency in disaster response.

The capacity development response that followed strengthened systems and procedures, established a new institutional coordination arrangement, enhanced staff skills and introduced monitoring and evaluation enabling citizens to hold their government accountable to its own service standards.
