Hi there, I’m Clifton Cortez, and I serve as the HIV, Health and Development Practice Team Leader at the UNDP Asia-Pacific Regional Centre in Bangkok, Thailand.

I have more than 20 years of professional experience working on HIV responses in developing countries, including 13 years with the United States Agency for International Development (USAID) where I first served as the Senior Regional Adviser and Team Leader for Regional Advisers at USAID’s Office of HIV/AIDS, Strategic Planning, Reporting and Monitoring and Evaluation in Washington, DC, and subsequently led the agency’s regional HIV program in Asia from 2005 to 2010 based in Bangkok, Thailand. My first experience working with the UN System was with the UN High Commissioner for Refugees Office in Washington, DC, from 1994 to 1995, as a legal consultant advocating on behalf of HIV-positive refugees, and improved policies related to their resettlement.

My primary areas of expertise are:

  • Governance and international human rights
  • Public health and development
  • Assessment, strategic planning, and evaluation of development programs
  • Programmatic responses to HIV and key affected populations

My work

In my current role, I’m responsible for leading UNDP’s efforts in the Asia-Pacific region to address the human development, governance, human rights, gender and trans-border challenges of HIV, as well as emerging health and development issues such as non-communicable diseases, tobacco control, and social protection. I supervise a Bangkok-based regional programme team which provides leadership to the UNDP HIV, Health, and Development practice focal points working in UNDP Country Offices across Asia and the Pacific.

I am also a member of several leadership teams defining and establishing effective strategies and approaches to respond to the HIV epidemic, including with the UNDP Bureau for Development Policy and the UNAIDS Regional Inter-Agency team for Asia and the Pacific.

Some achievements

  • 2013 Served as UNDP Asia-Pacific Regional Centre Manager, ad interim
  • 2012 – 2013 Managed the UN Inter-Agency Anti-Trafficking Project consisting of a regional team and country-level staff in each of the Mekong river countries and China. 
  • 2010 – 2013 Advised senior government officials, civil society partners, and UNDP senior management on HIV, Health and Development-related policy and program development
  • 2010 – 2013 Successfully led significant resource mobilization for the UNDP Regional Centre and Country Offices
