Legal Framework

Signed on 21 July 1977, The Standard Basic Framework Agreement (SBBA) provided an early framework for UNDPs work in the country as well as the ongoing legal basis for UNDPs operations in the Philippines.

The United Nations Development Assistance Framework (UNDAF) for 2012-2018 articulates the collective, coherent and integrated response of the UN system in the Philippines in support of national development priorities. It is a result of comprehensive consultative process of identifying the major development priorities in the country and UN's comparative advantage.

The Country Programme Document (CPD) is the binding legal agreement between UNDP and the Government of the Philippines. Developed from extensive consultation with government, civil society and other devlopment partners, the CPD - along with the UNDAF - guides UNDPs programmatic interventions in the country.

The UN Joint Programme for Key Populations at Higher Risk aims to improve the quality of HIV prevention services and increase the coverage of these services towards universal access in sites with the highest number of new HIV infections (i.e., Metro Manila, Metro Cebu and Davao).  The Joint Programme will address the key barriers to the country‚Äôs achieving its MDG 6 and universal access targets.
