Individual Consultancy - ICT Policy Advisor

Duties and Responsibilities:

  1. Detailed ICT Strategic Plan (in consultation with the office of Speaker, focus group of interested MNAs and senior administration of parliament).
  2. Proposals to the Speaker on a phased and sustainable path towards a more efficient and e-parliament, including proposals related to the organizational structure and staffing of the national assembly.
  3. Draft tailor-made funding proposals for the ICT/IMS project components, introduce them to potential donors and consult on an appropriate share of the financial burden by Parliament / Government.
  4. Develop (with the consensus of stakeholders) an ICT road map leading to e-parliament.
  5. ICT baseline survey report and ICT training need assessment report for staff and members of the NA.
  6. Report analysing the current ICT infrastructure in N.A. and make recommendations for its effective utilization/optimization.
  7. Policy input and quality review of the ICT Strategic Plan of NA; drafting of implementation road map for the Strategic Plan.
  8. Drafting of training modules on ICT - DMS skills and knowledge (training sessions to be conducted in 2014).
  9. Standardized procedures for gradual introduction of selected number of e-tools as per the ICT Strategic Plan.
  10. Concept Paper on potential changes to the N.A. Standing Orders and Secretariat Administrative Instructions related to IMS-DMS.
  11. Drafting of ToR for consultancy assignment to review and upgrade the parliament web-site based upon the main priorities of the ICT Strategic Plan.
  12. Project documentation & Reports.

Period of assignment/services (if applicable): 7th November 2013 to 31st December 2013

Pakistan's One UN Programme (OP I) was signed on 4 February 2009 in the presence of the UN Secretary General and the Prime Minister of Pakistan. Initially for a two-year period from 2009 to 2010, OP I was extended until December 2012 by mutual agreement of the Government of Pakistan and the UN.
