Oslo, 18 June 2018 – The United Nations Development Programme (UNDP) and the World Values Survey Association (WVSA) have entered into a Memorandum of Understanding (MoU), to facilitate cooperation on measuring Sustainable Development Goal (SDG) 16 indicators.
WVSA is a non-commercial non-governmental international social survey organization, facilitating the world’s largest social survey project and international research programme – the World Values Survey. UNDP Oslo Governance Centre (OGC), a UNDP global policy centre focused on governance and peacebuilding, will represent the UN development arm in this research collaboration.
As part of the 2030 Agenda – the world’s common plan of action for peace, planet and prosperity – SDG 16 seeks to promote peaceful and inclusive societies, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.
Together, UNDP and WVSA will contribute to the measurement methodologies of the SDG 16 indicators. The parties will specifically collaborate on the methodology of measuring SDG indicator 16.7.2: Proportion of population who believe decision-making is inclusive and responsive, by sex, age, disability and population group. A global indicator, which currently lacks an agreed methodology and for which the UNDP Oslo Governance Centre coordinates UNDP’s custodianship responsibilities.
In the 7th wave of their global survey (World Values Survey-7 questionnaire) happening now, WVSA included a question that is being considered for the global indicator 16.7.2 related to political efficacy. WVSA and UNDP will consult each other on methodological issues and work jointly on the analysis of the results once the datasets are available in the fall of this year. These results will be combined with the results of piloting the indicator with a range of NSOs globally and will inform recommendations for the indicator’s methodology to be considered by the Inter-Agency and Expert Group on the SDGs.
