UNDP contributes towards improved democratic governance in Namibia by working in specific areas with the governance institutions that provide the best potential to improve oversight, human rights, accountability and participation. This includes upstream work with Parliament to carry out oversight functions; with the Anti-Corruption Commission (ACC) to develop and implement the ACC strategy in line with the UNCAC Gap Analysis; with the Ministry of Justice and the Electoral Commission of Namibia on the electoral law reform process; and with the Office of the Ombudsman in promoting human rights through implementation of the UPR recommendations. In doing so, we support policy reform processes, and legislative and fiscal frameworks to promote equity, human rights and gender equality.

Our Goals

We aim to ensure that the capacity of public institutions and Civil Society Organizations (CSO) is strengthened to implement the national Anti-Corruption Strategy.

To ensure that the office of the Ombudsman is capacitated to develop and implement the Human Rights action plan, to

To provide support to the Ministry of Gender Empowerment and Child Welfare for the coordination and implementation of the national GBV plan of action

To support in strengthening the capacity of the government in mainstreaming HIV and AIDS in planning and budgeting processes

To support the improvement of electoral legal framework

Fostering Democracy

UNDP supports the Law Reform and Development Committee and Electoral Commission of Namibia to Electoral Law Reform and influenced the draft legislation to regulate political party and campaign finance laws, processes and institutions to create an enabling environment for women’s participation as voters and candidates. 

In 2012, UNDP was invited to join the Inter-Ministerial Committee on Human Rights.  The committee is chaired by the Ministry of Justice and includes institutions such as the Office of the Ombudsman, various Ministries, Civil Society Organizations and institutions of higher learning (UNAM).  A Human Rights baseline study (2012) and the Universal Periodic Review (UPR) recommendations will be implemented through a Human Rights Action Plan that will be drafted in 2014. We  will continue to serve on the committee, support the Office of the Ombudsman on the development of the Human Rights Action Plan and subsequently the UPR recommendations, the majority of which is focused on promoting gender equality and women’s empowerment.
