UNDP and the UN System

The Resident Coordinator, who heads the UN system, is the designated representative of the United Nations Secretary-General for the coordination of development operations at the country level. In the Maldives, as in most countries, the Resident Coordinator is also the UNDP Resident Representative. 

As the chair of the UN Country Team (a team comprising the heads of UN agencies), the Resident Coordinator provides overall leadership for the United Nations strategic initiatives and the operational framework for development. Through these meetings, the UN seeks to improve its synergy and effectiveness, promote harmonized activities and provide comprehensive responses to Maldives’ development challenges.

UNDP Maldives collaborates with other UN Agencies to provide a coordinated, efficient and effective development agenda for Maldives. In order to “deliver as one,” UNDP, UNFPA, and UNICEF actively participated in the common programming process leading to the joint-signing of the UNDAF 2008-2010 and UNDAF 2011-2015. Drawn in close collaboration with the Government of Maldives, the UNDAF is the overarching framework which sets out the priorities of the UN System in Maldives.

The primary outcomes identified in the current UNDAF are:

• The most vulnerable and marginalized sections of the society in the Maldives will enjoy better health status, improved access to quality education, enhances social protection, income and employment opportunities
• Communities enjoy improved access to environmental services and are capable of protecting the environment and reducing vulnerability and disaster risks with enhanced disaster management capacity
• People enjoy greater rights and have increased capacity to fulfill their responsibilities, and to actively participate in national and local levels of governance.

UNDP takes the lead in programmatic areas where it has a mandate and expertise. UNDP participates actively in the development and implementation of joint programmes, and other inter-agency initiatives. UNDP continues to play a crucial role in the provision of operational support to the UN System in Maldives and the realization and harmonization of operational policies and practices among the various UN agencies.

UN agencies in the country

The United Nations in the Maldives is represented by the resident core UN Country Team (UNCT) with representatives from UNDP, WHO, UNICEF, UNFPA, UNOPS, OHCHR and UNPDA. An extended resident UNCT that includes additional members from IOM, UN Women, FAO, World Bank and ILO also discusses and takes decision on thematic areas.

Apart from resident UNCT members, non-resident agencies (NRAs) that have country offices outside of Maldives also do have representatives in the UNCT. These include UNFPA, UN Women, UNOPS, IOM, UNODC, UNESCO, UNAIDS, UNCTAD, FAO, UNIDO, IFAD, ILO, OHCHR, UNEP, ESCAP and ISDR.

UN agencies/entities represented in the resident core UNCT:

United Nations Development Programme (UNDP)

The UNDP Maldives Country Office is a center of excellence dedicated to providing policy advice and advocacy for change in support of promoting good governance, sustainable development and partnership.

United Nations Children Fund (UNICEF)

UNICEF is devoted to guaranteeing the rights of all children to survival, development, protection and participation.

United Nations Population Fund (UNFPA)

UNFPA is the largest international source of support in population and development, reproductive health and gender empowerment. Collaboration in Maldives includes reproductive health and rights, population and development, and gender equality.

World Health Organisation (WHO)

WHO is a specialized agency within the Charter of the United Nations and was established in 1948 "for the purpose of co-operation among themselves and with others to promote the health for all people."

United Nations Office for Project Services (UNOPS)

The United Nations Office for Project Services (UNOPS) is a self-financing entity of the United Nations system, which provides operational and management services worldwide to the United Nations agencies.

United Nations Peace and Development Advisor (UNPDA)

UNPDA, funded by the UN Department of Political Affairs assists UN Resident Coordinator and UNCT in supporting national initiatives towards conflict prevention.

Office of the United Nations High Commissioner for Human Rights (OHCHR)

As the principal United Nations office mandated to promote and protect human rights for all, OHCHR leads global human rights efforts speaks out objectively in the face of human rights violations worldwide. OHCHR provide a forum for identifying, highlighting and developing responses to today's human rights challenges, and act as the principal focal point of human rights research, education, public information, and advocacy activities in the United Nations system.
