    Stories from Laos: 'I'm the first female bomb disposal expert'

    Lao PDR, one of the poorest countries in Asia, is also one of the world’s most heavily bombed places. Up to 30 percent of the 270 million cluster sub-munitions dropped during the Indochina conflict, along with other ordnance, did not detonate at the time of use. Today, much of it remains in the ground, killing dozens of Lao people each year through accidents, making land inaccessible, affecting food security, livelihoods and economic development, and preventing many from escaping poverty.

    I am privileged and honored to be here today to participate in the celebration of the Third Anniversary of the Entry into Force of the Convention on Cluster Munitions. Cluster munitions are designed to kill and maim indiscriminately, both at the time of use and, because of their high failure rate, often for many years after conflict has ended. Nowhere is this more evident than here in Lao PDR.

    Australian Minister’s visit highlights the challenges of tackling the UXO in Laos

    This week Laos saw the visit of the Australian Foreign Minister Bob Carr. Aside from meetings with the Lao Government in Vientiane, the Minister travelled to Luang Prabang province in Northern Laos to investigate what he called “the terrible legacy of the second Indo-China war”. He was referring to the millions of cluster munitions dropped in Laos during 1964 and 1973 that failed to explode and still continue to kill and injure civilians today, 40 years after the war ended.

    Ireland commits further €2million to support the UXO sector in Laos

    The Government of Ireland has confirmed its commitment to support to the UXO Sector in Lao PDR through a multi-year contribution of €2 million (2,7 million USD) through to 2015. The contribution will further strengthen the capacity of the National Regulatory Authority (NRA) and UXO Lao, the two national institutions tackling the deadly legacy of unexploded ordnance in Lao PDR. The funding will be channelled through the UXO Trust Fund, administered by the United Nations Development Programme (UNDP).

    Germany extended its support today to the Lao national Unexploded Ordnance Programme (UXO Lao), supported by the UN Development Programme (UNDP), with an additional 271,911 euro (approximately US$ 333,224) contribution.

    Winning logo of the Lao specific MDG 9 launched

    The logo for the Lao specific Millennium Development Goal 9, to reduce the impact of UXO, has been presented at a ceremony celebrating the 2nd Anniversary of the Entry into Force of the Convention on Cluster Munitions (CCM), held at the National Cultural Hall in Vientiane on 1 August.

    New Zealand boosts UXO Lao operations in Xieng Khouang

    The Government of New Zealand has stepped up its assistance to tackle unexploded ordnance (UXO) problems in Lao PDR’s second most contaminated province, Xieng Khouang. The USD 1.89 million contribution will support UXO Lao clearance operations, roving tasks, surveys, quality assurance and control, as well as risk education and training.

    Australia commits further funds to tackle UXO in Lao PDR

    The Australian Government reconfirmed its strong support to the UXO sector in Lao PDR today by contributing a further AUD 1 million to the UXO Trust Fund. This contribution is un-earmarked and will boost UXO Lao operations, including UXO clearance, roving tasks, surveys, risk education and training.

    The Australian Government signed an agreement with UNDP today to provide AUD2.5 million to support the Lao National Unexploded Ordnance Programme. The funds will be channelled through the Trust Fund for Support to the Full Implementation of the Convention on Cluster Munitions in Lao PDR.

    Luxembourg boosts UXO Lao operations

    The Government of Luxembourg has committed 750,000 Euros to the UXO Trust Fund in support of UXO Lao operations. The funds will be distributed over a 5-year period (2011 – 2015). These will be vital resources to support the Government of Lao PDR in fulfilling its obligations under the Convention on Cluster Munitions that entered-into-force in August 2010.
