As part of the project UNDP helps to improve HIV related policies and legislation at the national and local levels to ensure human rights based-approach and gender equality principles, overcoming stigma and discrimination. One of the key priorities of the project is mainstreaming HIV issues into national development strategies, sectoral and local plans.

Expected results

  • Develop a number of high quality bills that improve situation related to HIV, human rights, gender equality, and/or aimed at decreasing of youth vulnerability to HIV at the national and local levels;
  • National institutions and minisrties have their own programmes to implement State HIV programme  at all levels.
  • Increased number of decision makers, students, NGO representatives aware of HIV-related issues; more reports from vulnerable groups on HIV, strategic planning, advocacy and human rights protection.

What we have accomplished so far



  • 3 new legal regulations related to HIV, human rights, gender equality, and/or aimed at decreasing of youth vulnerability to HIV at the national and local levels are drafted and discussed.
  • Amendments to the Patent Law are under development. It is supposed that the Law will be reviewed by the Parliament in September 2013.
  • 2 institutions developed their own HIV prevention programs, while other two: Ministry of Education and Ministry of Defense are developing respective HIV prevention programmes.
  • 60 representatives of prosecutors’ offices were trained in HIV, human rights and gender.
  • 100 decision makers are educated in human rights, gender equality principles, strategic planning
  • 700 students were educated on legal aspect of HIV.
  • 25 NGO representatives are trained in leadership, partnership building, strategic planning, advocacy and human rights protection.
  • Monitoring of rights of PLHIV and IDUs is in the process. Results of the monitoring will be included into annual report of Ombudsman.
