Regional Seminars for NGOs on the Mechanisms of Nongovernmental Monitoring of Government Services

From 2 to 10 September 2013 in four cities of Kazakhstan: Semey (September 2), Almaty (September 4), Kyzylorda (September 6) and Aktau (September 9) within the framework of the joint project of the UNDP and the Ministry of economy and budget planning of the Republic of Kazakhstan the training sessions for non-governmental organizations will be conducted with the participation of international expert. 

The purpose of these training sessions is to increase the capacity of regional non-governmental organizations by training NGOs in the field of mechanisms and methods for non-governmental monitoring of government services.

Within the training program the non-governmental organizations will be familiarized with international experience in the sphere of non-governmental monitoring of government services, with the main monitoring tools, with the resource base required for NGOs, with planning and monitoring process.

In addition there will be considered the mechanisms for monitoring of services in the field of healthcare, education and social services, practical examples will be provided and group sessions on public monitoring will be conducted.

It is expected that more than 80 representatives of civil society will participate in the trainings. 

The participation of non-governmental organizations is an important component in the system of government services. This year there was adopted the Law "On government services", which grants the right to noncommercial organizations and citizens to monitor government services. Such participation, first, will increase transparency and accountability in the work of government authorities, and, secondly, will provide an independent opinion on the quality and level of provision of government services by the central government authorities, local executive authorities and public service centers.

NGOs involved in training will be able to participate this year in the UNDP grant competition for monitoring government services. Grant competition will be held in September this year and will cover four regions: the Mangistau oblast, East-Kazakhstan oblast, Kyzylorda oblast, Almaty city.
