United Nations Development Programme organizes study visit to India for Independent Election Commission of Jordan

A delegation of senior Jordanian officials of the Independent Election Commission visited India from 29 November to 5 December 2013 to study the conduct of elections there. The Jordanian delegation, headed by Commissioner Atef Al Btoush and accompanied by UNDP staff, witnessed the state assembly elections in Rajasthan and Delhi, and received briefings by the Election Commission of India.  

“Elections are best experienced first-hand to appreciate the technical details and their relevance for the credibility of the overall process”, said Maarten Halff, Senior Electoral Adviser of the UNDP project supporting the Jordan Independent Election Commission. “This visit was a success in offering a comparative experience in electoral practices, including some that may be suitable in Jordan”.


The Independent Election Commission of Jordan was established in 2012, and successfully conducted parliamentary elections in January 2013. With funding provided by the European Union as well as the Government of Spain through the Global Project for Electoral Cycle Support (GPECS), UNDP Jordan is helping to strengthen the long-term capacity of the Commission. The study visit to India was organized by UNDP Jordan and UNDP India.

During the visit, the Jordanian delegation visited polling stations in Jaipur and Delhi and engaged with numerous election officials, volunteers, voters and candidate agents. Jordanian officials were briefed among other topics on the functioning of the Election Commission of India, the use of technology, voter outreach strategies, and mechanisms to monitor campaign financing.

Both Jordanian and Indian officials noted the opportunities for South-South cooperation in the area of electoral management. This study visit has laid the foundation for a strong partnership between the two Commissions.
