  • Training Module for Government Functionaries on Forest Rights Act, 2006

    The module, published as part of a joint partnership between the Ministry of Tribal Affairs and UNDP, addresses the training needs of government functionaries and field staff on the effective implementation of the Forest Rights Act across the country. The module, which also includes frequently asked questions, focuses on legal procedures, claim mechanisms, post-claim processes and institutional arrangements to facilitate forest land entitlements to eligible persons and communities.

    The report consolidates a range of tools, methodologies and techniques that can be used to undertake training needs assessment of elected representatives and functionaries of panchayati raj institutions. It aims to improve the quality of training programmes to further enable capacity development in local governance.

    This report was prepared by UNDP, drawing on advice from a Technical Advisory Panel comprising representatives of the World Bank, International Monetary Fund, European Commission, and the following governments: Bangladesh, Brazil, Canada, Chile, Dominican Republic, Egypt, Ethiopia, Norway, Republic of Korea, Rwanda, Spain, Tunisia, United Kingdom and Viet Nam.
