Description

In line with poverty reduction and the attainment of middle income status of Ghana, the need to develop strong and dynamic state institutions through capacity development of Ministries, Departments and Agencies (MDAs) for development planning, monitoring and evaluations of programs by using reliable statistics again to the fore. In this regard, UNDP’s key areas of collaboration with GoG in upstream capacity development includes strengthening institutional capacities of:
(i) Office of the President (OoP) in monitoring & evaluation of programs and public sector reforms; (ii) Ministry of Finance & Economic Planning (MoFEP) in medium-term economic planning, budgeting, macroeconomic management and aid coordination, (iii) Ghana Statistical Service (GSS) in producing reliable statistical data for development planning and monitoring; and (iv) National Development Planning Commission (NDPC) in long-term and medium term development planning and monitoring, and Regional and District Planning Coordinating Units in development planning.

UNDP also supporting the Parliamentary Committee on Poverty and MDGs to strengthen its oversight and advocacy role and engagement with MDAs and other key stakeholders for pro-poor resource allocation through the annual budgets. Despite the progress made so far, more remains to be done.

Accomplishments

In the first year of the 2012-2016 UNDAF cycle, UNDP’s technical support and policy advice enabled the Ghana Statistical Service to undertake detailed analysis of the 2010 National Population and Housing Census and produce policy documents on the MDGs (Millennium Development Goals) and Non-Monetary Poverty. These documents are expected to deepen the understanding of the issues underlying poverty and Ghana’s achievement of the MDGs and make recommendations for inclusive development planning and management.
