This report is an attempt of the Tbilisi Municipality to adapt national Millennium Development Goals by specifically targeting the urban environment of Georgia's capital city - Tbilisi.

The baseline report preceded the formulation of the annual socio-economic development programme for Tbilisi and the elaboration of a local economic development strategy.
