The FBiH Training Strategy for Local Self-Government Employees

The FBiH Training Strategy for Local Self-Government Employees (2011 - 2015) is a key policy document adopted by the FBiH Association of Municipalities and Cities and the FBiH Government, which demonstrates their commitment to a systematic and sustainable approach to local government capacity development. The Strategy draws the path towards efficient and professional local administrations that provide quality services to the citizens and effectively manage local development processes, by continuously investing in and upgrading knowledge and skills of their employees and elected officials via the local government training system.

The Strategy defines the key principles and objectives of the training system; the main target groups and priority training programmes; the institutional and financial set-up and the implementation and monitoring plans. Priority target groups to benefit from the implementation of the Strategy include elected officials (mayors and municipal councilors) and local government staff (managerial civil servants, servants holding special responsibilities, other civil servants and clerical staff, as well as staff within local public companies and institutions and public attorneys).

The Strategy was developed with the contribution of the representatives of local self governments, the FBiH Ministry of Justice, the FBiH Civil Service Agency, the FBiH Ministry of Finance, the FBiH Association of Municipalities and Cities. The participatory Strategy-creation process was supported by the UNDP-managed Municipal Training System Project, funded primarily by the Swedish International Development Cooperation Agency (Sida). The project aims at instituting a sustainable model for capacity development and training of local government employees in BiH in order to bring about improvements in the quality of services provided to citizens.
